프랑스, 이집트에 라팔 전투기 첫 물량 인도

금년초 52억 유로(미화 56억 달러) 규모의 라팔 전투기 24대 계약이 맺어진 후 월요일(20일)에 이집트에 첫 물량인 3대가 전달되었다.
이집트 당국은 프랑스 남부 공군기지에서 인수했고, 화요일에 특별히 훈련된 조종사들에 의해 카이로로 날아게 된다.
이집트 정부는 불안정한 리비아에 마주한 서부에서 IS 그룹과 연결된 무장세력의 위협을 받고 있는 동부의 시나이 반도에 이르기까지 군사적 존재를 강화하기를 바라고 있다. 이집트를 위해, 이번 합의는 2013년 이슬람 전임자를 전복시키고 미국의 이집트 정부에 대한 무기 판매 독점을 깨기를 희망한 Abdel Fattah al-Sisi 대통령에 대한 지원을 보여주는 것이다.
프랑스와 이집트의 전체 거래에는 미사일 계약과 DCNS로부터의 FREMM 다목적 프리깃도 포함되어 있다.
하지만, 이번 거래는 이집트 정부의 인권 기록에 대해 걱정하는 인권단체들의 우려를 촉발시켰다. 일부는 우크라이나 사태로 인해 러시아에 대한 두척의 미스트랄급 상륙함 인도는 동결했지만 이집트와의 거래는 진행한 프랑스 정부를 비난했다.

하지만 금년에 회사는 인도의 확정주문과 UAE의 관심을 포함하여 카타르, 이집트와의 거래에서 결실을 맺으면서 많은 성공에 즐거워하고 있다.

"Egyptian officials have been in "discussions with banks" to find commercial lending that would allow paying France a 15 percent down payment for the military equipment, a market analyst said. The talks have been held with French banks as Cairo seeks to raise the down payment required, a second analyst said. That client down payment is one of the golden rules, answering the call to "show me the money," the analyst said."
"Coface, the French export credit guarantee department, has asked the commercial lenders to carry part of the funding on their own books rather than rely on the global credit insurer to provide insurance for the full amount, the first analyst said. Coface would sign up on an Egyptian contract if the Treasury Department, which reports to the Economy Ministry, agreed to the deal. But there is reluctance in the Economy Ministry as Egypt is seen as a fragile economy, the first analyst said. If Egypt fell behind on payment, the insurance from Coface would repay from the public purse the makers of the Rafale, frigate and missiles, which are Dassault Aviation, DCNS and MBDA, respectively."
