AMRAAM 내장하는 스텔스? F-16인 Falcon 21++ 개발비
어느새 24년 전 옛날이 된 1991년 4월 22일 미국 의회 상원에서 미국공군 Ralston 장군이 발표한 내용입니다.
ATF(F-22)는 엔진, 애비오닉스 포함해서 1990년 달러 가치로 110억 달러 든다고 예측했고,
AMRAAM을 새로운 동체 안에 집어넣는 "스텔스 F-16"인 Falcon 21++와 F-15XX는 약 70억 달러로 예측되었는데,
ATF의 엔진과 애비오닉스의 개발비가 70억 달러 안에 들어가 있습니다.
왜냐면 F-15XX를 개발한다면 ATF 취소를 뜻하고, 그러면 ATF 엔진과 애비오닉스 개발비를 F-15XX가 흡수해 주어야만 하기 때문입니다.
Falcon 21++의 경우도 마찬가지.
그리고 이 때 Ralston 장군은 2000년에 러시아가 스텔스 전투기를 가질 것으로 가정해서
F-15XX나 Falcon 21++보다 F-22를 가져야 한다고 주장했고, 기존 F-15와 F-16의 개조개발인 F-15XX와 Falcon 21++가

Senator Levin: Were the stealth characteristics of their force based on intelligence reports?
Genaral Ralston: Yes, sir. This is based on a validated intelligence threat assessment that is validated by the Defense Intelligence Agency, with input from the CIA, the NSA, the DIA, as well as the Air Force.
Senator Levin: So that is what it is for the year 2000?
Genaral Ralston: That is exactly right.

Genaral Ralston: That is what we are modeling here. There are real airplanes here that we know, and these are what the intelligence community says their ASF will be.

I have tried to boil down a lot of analysis to an understandable form here. What this is is the exchange ratio over here versus the various alternatives. I have assigned the ATF performance a value of one. Now, the F-15C of today, our best F-15, in that scenario gets about [deleted] the number of kills that ATF gets. The F-15XX gets a little less than [deleted] of the kills of the ATF. And the Falcon-21++ gets about [deleted] of what the ATF does.
Now, there are some risks in this analysis. These two airplanes, the F-15XX and the Falcon-21++, are very much on the knee of the curve, borderline of what can be achieved in terms of stealth technology with an existing airplane. If the contractors failed just slightly to get that level of signature, it very quickly drops back to this area right here. We are confident of the ATF because we have built it, we have flown it, we have measured its signature, and we are very confident that we can make what we see here.
SA-LAUNCH OPPORTUNITIES [Deleted.]
That measures the offensive capability. Let's look at another look at how does it perform against surface-to-air missiles. This is an SA-12. This is the best Soviet missile that we have information on right now. This is an F-15XX flying into the vulnerable area of that SA-12. This represents the area where the F-15XX is vulnerable to be shot down by an SA-12. Notice he has a little bit bigger envelope in the front, and that is because of the kinematics of flying into the radar. This is the Falcon-21++, and you can tell from a practical point of view it is not significantly different from the F-15XX. But the ATF, with its all-aspect capability, has only a very small area where it would be vulnerable, and as the airplane flies over the site and goes away it has no capability at all.
